Our association has just installed a noise barrier 2m by 300m (23cm thick concrete blocks with millstone facing), but we have not noticed any reduction in noise. Was 2m high enough? Do you have any recommendations?

Answer ditto Serial - Indeed it is quite likely that this is insufficient
The only good method is to have a real acoustic study done by recognized professionals (like Venathec :) for example).
Absolutely avoid materials vendors!

With a sound level limiter, acting on the sound level by cutting off the electrical signal, can the noise be limited to 80dB?
Answer :
The level of 80dBA is certainly low, but a limitation (on a sliding average level) is nevertheless technically possible. A limitation in dBA however makes little sense, usually this limitation must be differentiated for each frequency band. Consult an acoustic design office for implementation methods.
