Noise pollution: average sound level x exposure time. 80dB(A) continuously is considered intolerable if faced with it for hours. Such a level requires the use of PPE (personal protective equipment) 80dB(a) = danger threshold.
Provided that the ambient noise outside the sound system is less than 80 dBA (perhaps in a tea room and more...).
The level of 80dBA is certainly low, but a limitation (on a sliding average level) is nevertheless technically possible. A limitation in dBA however makes little sense, usually this limitation must be differentiated for each frequency band. Consult an acoustic design office for implementation methods.

Everything depends on the sound environment, the context (amplified music - technical installations) and above all on the objective sought in your request for 80 dBA. Indeed, this level is bearable as long as it is not continuous over a working day for example.
